Harriet Moynihan speaks on expert panel on prosecuting cyber-enabled international crimes

On 4 February 2026, our Head of Accountability in International Law, Harriet Moynihan,  spoke at a panel event at Chatham House to launch a new paper, 'Securing Justice for Cyber-Enabled International Crimes' that she co-authored with Elizabeth Wilmshurst CMG KC and Tsvetelina van Benthem. Harriet was joined by panellists Marko Milanovic, Special Adviser to the ICC's Office of the Prosecutor on Cyber-Enabled International Crimes, and Nemanja Malisevic, Senior Director of Digital Diplomacy at Microsoft. The panel discussed the intensifying cyber threat environment, the Office of the Prosecutor's Policy on Cyber-Enabled Crimes under the Rome Statute, and practical issues involved in the investigation and prosecution of such crimes.
