Building Bridges: International Law and Emerging Technologies

5 February 2026

The Oxford Institute of Technology and Justice co-organised the workshop “Building Bridges: International Law & Emerging Technologies” together with the Oxford Process on International Law Protections in Cyberspace.

The event convened leading experts to examine how international law applies to cyberspace and artificial intelligence, focusing on three core themes: bridging fragmented intergovernmental debates on AI and cyberspace; analysing the overlap between cybercrime, cyber-enabled international crimes and state cyber operations; and strengthening pathways for legal accountability in response to malicious cyber and AI-related activity.

The Institute’s Director, Professor Philippa Webb, and Head of Accountability in International Law, Harriet Moynihan, contributed to the third panel, which explored mechanisms for resolving international disputes and enforcing responsibility, including litigation before international courts and other accountability avenues.

The workshop forms part of our ongoing work to promote accountability, reinforce the rule of law in digital contexts, and ensure that emerging technologies are governed in line with international legal standards.
